ExemptUnder general supervision, managing all aspects of the City's communication systems and support functions.
This position performs duties deemed to be safety-sensitive and is therefore subjected to random drug testing under the City's policies Essential Job Functions Supervises the installation and configuration, manages the contracts and licensing, and ensures the maintenance of the various communication-related systems, door access controls, camera systems/servers and software/hardware utilized by the City employees.
Supervises employees responsible for resolving end user communication issues.
Works with the Information Technology Director to set priorities and goals within the communications systems area.
Acts as project manager for all communications-related projects.
Reviews and designs the cabling and/or fiber systems for all new and refurbished City facilities.
Serves as the City's liaison to other local agencies, counties and state entities regarding communications.
Negotiates all cellular tower lease-related contracts.
Prepares communication documents for the IT Director to present to City Council.
Assists the Director with the annual CIP budgeting process.
Trains, mentors, supervises, evaluates and disciplines IT communication personnel.
Maintains a working knowledge of all communication systems software and provides support and training to city IT staff.
Analyzes communication systems needs and recommends hardware and software upgrades to the Director of Information Technology.
Participates in developing Requests for Proposal's.
Performs the duties of the Information Technology Director in his or her absence.
Performs other duties as assigned.
Minimum Education and Experience Requires a Bachelor's Degree in a course of study related to the occupational field, supplemented by one to three years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated.
Possession of MCSE and CCNA Certifications are highly desirable.
Physical Requirements Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of balancing, feeling, fingering, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 50 pounds).
Tasks may involve extended periods of time at a keyboard or workstation.
KNOWLEDGE, SKILLS AND ABILITIES Knowledge of radio frequency (RF) communication design principles, practices, implementations, and maintenance.
Knowledge of disaster recovery solutions.
Knowledge of Transmission Control Protocols/Internet Protocols (TCP/IP) protocols and other network functions.
Knowledge of switches, routers, and firewalls.
Skill in the installation and maintenance of communication systems.
Skill in the training of personnel.
Skill in oral and written communication.
Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Ability to utilize Microsoft Office 365 applications.
Ability to operate highly technical computer applications, such as GIS or CAD.
Ability to repair, develop or install telecommunications, computer, and/or network systems.
Ability to supervise employees developing, installing, or repairing communication systems.
Ability to establish policies for using, acquiring, and/or maintaining communication systems.
Ability to create and guide implementation of capital improvement plans or programs.
Ability to create plans for and guide implementation of new communication systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
